All cellphone SIM cards will have to be registered in terms of legislation coming into effect yesterday.
The Regulation of Interception of Communications and Provision of Communication-Related Information Amendment Act (Rica) aims to help law enforcement agencies investigate and combat serious crime, Justice Minister Jeff Radebe said on Tuesday.
It would ensure that the identity and whereabouts of the owner of a SIM card who uses a cellphone in planning and executing a serious crime was known, he told a media briefing at parliament.
Cellphone service providers would, from July 1, be prohibited from activating a new SIM card unless they had captured the customer’s cell number, full names, identity number and address, and verified the information.
In a joint statement later on Tuesday, MTN, Cell C and Vodacom said all cellphone subscribers, both prepaid and contract, would be required to show proof of identity as well as present a utility bill to show proof of residence to be registered.
Customers would have 18 months from implementation date to register both their prepaid and contract SIM cards.
SIM cards of subscribers failing to comply within the specified time period would have their cards deactivated.
When registering, customers would need to have with them their cellphone number, full names and surname, and ID number or passport number.
Proof of identity should be provided by a green barcoded ID document, an ID card, temporary ID certificate, or passport.
Proof of physical address would be by means of any document that included one’s name and residential address, such as a bank statement, municipal rates, cellphone or retail account not older than 3 months, existing lease, rental or credit agreement, insurance policy, current TV or motor vehicle licence.
Those in an informal residence should provide the address of a school or church closest to the area in which they lived.
Registration should be done in person.
Cell C customers could register at all Cell C franchise stores or at stores where they saw a Rica sign, MTN customers at all MTN’s services centres across the country, and Vodacom customers at any Vodacom outlet.
All information would be kept confidential in a secure database.

i work for a cell company on the instalation side and have installed a unit they call the HLR home location it registers your sim and imei number even if you change the sim the imei logs to the new sim supposed to help you track the cell and this technology is in use since cellphones were introduced.but do the police use it to track the stolen phones NOOOOOOOOOOOO now this shit.they cant even keep their files safe now they want your info but the criminals are in the police force HAHAHAHAHA what a joke

The same registration procedure applies when you buy a new SIM card, which means you won’t be able to pick them up from Checkers at R5 from the till any more.
There’s only one hole in the system. Informal settlements. In the absence of houses, the government lets residents use their local church as a proof of residence. So a criminal can easily bribe a informal settler to buy a new SIM card with fake details.
Until enough informal settlers get arrested, of course, and word gets around that it’s actually dangerous. But we all know just how terrible the SAPS is at law enforcement nowadays.
What safety measures are they going to put in place to safeguard your personal details. SA is so fraught with on-line and cyber crime that this move would present criminals with yet ANOTHER opportunity to scavenge your personal details and then rip you off!!

If the government could control Home Affairs and the Police correctly then this new measure might have a snowballs chance in Hell of actually working. All this is going to do is capture lots of regular citizens details,so that criminals involved on identity theft can go shopping in one place. And the cost of this glorious waste of time goes to? when Telkom registers your contact information with their yellowpages database, it is for directory purposes: this means you can get a contact number for someone you know, and this knowledge serves as a security. so when you give residential information for a number, its called tracing, that is also equivalent to privacy intrusion and bureaucratic stripping of freedom as an asset to its citizens.for general crimes, stealing phones and leaving them at a crime scene will cost waste of money going after wrong people. for cellphone crime, IMEI[Serial number]is the only way of tracking and locating cellphones efficiently. so here is the problem. network providers are less concerned about citizen safety and more reluctant not to spend money for backing our security. all they do is block the cell-phone, but they know that unblocking a service blocked phone is as easy as 1,2,3. so they leave large amounts of stolen phone cases unresolved, because we are important for service providers when we buy airtime, bundles etc, when our phones get stolen, we recharge on our aunts, sisters and still make phone calls. so they continue to receive profits either way. so i propose that the government should be focusing on engaging Networks to use their technical security teams to co-operate with our law enforcement to resolve the problem. and also partially finance this proposals. that way the government would have done something quit intelligent and sound. i think we just have to all leave such poor networks and support Telkom and do something and get our voices to be heard. we elected the rulers but we dont even get a referendum to voice ourselves. and that is dictatorship in a democratic state like South Africa

OK so I’ve just had my new SIM card registered this afternoon, but I’ve been trying to top it up with airtime ever since. I’ve dialled 100 and typed option 1 to activate my account, but the automated voice tells me that I cannot activate because I have not registered in terms of the Rica act! It must be about 2 hours ago now that I was in the local Pep store having said phone registered. Anyone know how long its supposed to take before one can operate your phone?

I read that you guys have like 5 months to get your SIMs registered otherwise the phone networks will supposedly exclude you from the network effectively shutting your shizzle down. Makes sense to get you phone done finish and klaar then you can sit back and relax.

Perhaps it is all in the name of “Job Creation”. The “elected ones” have promised all kinds of miracles, like jobs. Jobs which involve “attending” work, and relieving the office of money at the end of the month, in the shape of a pay-cheque.
Schemes like this one will probably never find practical use even though they have great potential, and will fall into the same chaos other great ideas have dropped into – because there is no way the current administration can control this.

I really don’t understand this, they are saying that we should register our sim cards so that crime can be stopped but you know what last friday on the 22nd my BF was robbed, assualted and we went to the police station to report but they couldn’t help us. We went to the Mtn shop or outlet to see if the can trace it.
They said that they can’t trace it but what is the purpose of registaring the sim card. The thing that really annoys me is that the person who stole the phone is using the our sim card he or she did not chuck it so why they can’t trace the phone please help me guys.

I speak out of some ignorance (mostly based on hearsay), but I’m pretty sure that if you get a case number from the police, you can approach your service provider and they’ll be able to track the sim card – or completely deactivate it.
In all likelihood, the sim card and the phone have been separated. I think you’ll need to know your phone’s IMEI number too to track the phone itself.

Thanks @ Amod Munga I thought since the sim is register they can track it, and for the IMEI number we don’t know it. The other thing the phone was bought in Hong Kong it is not not available in South Africa yet. Thanks again.

Hi LNG. Guys used to buy over-the-counter SIM cards before, do a crime, then throw the card away. These days they will ATTACK and steel yours, do their crime, then throw it away when it is empty. My phone went, so MTN (after finding the RIGHT agent) gave me a new SIM, and sent out a code to kill the old card so I kept my number. I also went to VODA (where I got the phone) and asked them to black-list the phone. This makes the phone totally dead. The bottom line is; Crime is NOT going to become less; it will only change. I have found out we have to register our SIM cards by January 2012. I will certainly not register mine, and I hope by then SKYPE will be so great that we will not need SIM cards any more to run SKYPE. I advise you go to MTN and ask them to do a “SIM Swap” and also black-list the missing phone. You NEED the IMEI number of your missing phone, and proof that you ARE the owner of that number. Good luck.
LNG, when my phone was lost, MTN took a look (I did not have my IMEI with me) and they said they could see where the phone was, and it was moving. They would not tell me where it was because I did not have my IMEI with me. They asked me to tell them the last 5 phone numbers I had dialled, and to tell them what my price plan was, to prove that I was the LEGAL owner of the phone. A few other questions later and they gave me my new SIM card, programmed with my old number, and told me the old card is now disabled. The phone was a VODA upgrade one so I went to VODA and asked them to blacklist it, which they did in 10 minutes. These things ARE possible, but sadly I missed all my photos and all my stored precious memoirs. That’s the price we pay for living in a high density city, yes? Give me a mountain all to myself, overlooking a valley with a dam in it – nobody for miles around! Good luck

@Leonidus yes I am and no I did not cause I don’t know the IMEI number. The police cause they said I don’t have the IMEI number and at MTN I thought they will be able to see mr IMEI number from their data base.
the next simcard to enter your telephone might be registered on RICA if not and you it will show exactly who where and when
was the sim stolen a contract or prepaid …..if you were a contract with vodacom you could just call phone the customer and they would issue you the IMEI Number
Also lacking the IMEI Number is not a very good thing ….there are lot of aspects that aid in the lack of IMEI Number….so next time as an owner make sure you have everything.YOU REAP WHAT YOU SOW

Cell phone companies can track phones through the imei, or they can read the sim card used. An person I heard about got 80 phones stolen, an d got all the details of the new users, and went round to their houses at night, and got about 50 of them back. I think it’s about making money for the networks – there is another user on the network, you have to buy anew phone, or the insurance companies are keeping making money, with your fees and excess… they don’t mind the crime happening – the money keeps going round..

I have relations in marketing, and I must tell you, everyone thinks the most powerful tool to get to the greater market, is through sms’s. Imagine what you could do if you had everyone’s details and cell numbers. Marketing companies think up ideas, like competitions in their shops, just so you fill in your cell #, so they can spam you. How stupid – if you spam me, I definitely ignore you. And, as I said before, cellphone companies know what sim card is in any phone, but they don’t give you the info, because they have to keep the insurance companies happy, and they have just given another user a cellphone, when they probably couldn’t afford it. The government should do something about that….

Unlike a normal Telkom phone that has an address. The Cell phone is portable, hence a
Licence/Account is difficult to send, when there is no address to deliver it to. BUT! Now that they have your residential Address they will shortly find a reason to send you a Telkom type account for a licence.
The payments you make at present is only for the use of equipment that gives one
connectivity, but now you will find yourself paying for a licence to own a Portable phone.
When they make this a law, you WILL have to pay,
like it or not. GOTCHA!

The real problem is: What if someone steals your celphone and plans a murder? After that any tracing that is undertaken will lead directly to you. What are you going to tell the cops? You might find yourself in Jail for a couple of weeks before they establish the truth.

He is selling prepaid rica sim cards for R10
each. they have been rica’d under a false name and adress.
